Default How do I turn off the Voice Over at start-up on my Mac Book Pro!?

I have no idea how this happened. I didn't turn it on, and now I cant turn it off!!!

Every time I turn on my Mac Book Pro and get to the user/login page, the users get highlighted in a black box and then this voice starts reading whatevers in the box. I learned that pressing F5 turns it off in that moment, it even says "voiceover off" whenever i press it. ... but it doesn't stay off!

I've gone through the entire computer trying to figure out what in the hell turned this on and I can find a single thing that indicates a cause. Can someone please help me its so frustrating!
