Using iMac with Os 10.5.6 background (tiled)windows pop up obscuring the front

I am using Mac OS 10.5.6 on an imac and find that if I am not precise in clicking on a directive in the active window when any other open windows are tiled behind, that they pop forward and grey out my working window in a most annoying manner. I cannot find settings or preferences to eliminate this. Thanks for any help you can give.
