The original packaging of OS 10.1 included an OS 9.2 CD. The original packaging of OS 10.2 included an offer for purchase of an OS 9.2 CD for 19.95 U.S.dollars. Today Apple does not sell any OS disc other than Leopard. What you find at other stores is anybody's guess. I suspect most stores that can get any of the original two disc packs will separate them since nowadays many customers who have a need for one don't have a need for the other and the store can sell two out-of-print items separately for more money than they could as a package.
For the general question of how to use OS 9, that's a lot like asking How do I rebuild an automatic transmission? Too broad, no one will try to give you that answer. Buy Dummies Guide to OS 9, no offense intended, or search online for one of those old Web pages that some community college forgot to delete from the server six years ago.
If your question were worded differently, such as Why would I ever need OS 9?, that would be a different kettle of fish. The short answer is To run old Mac applications that you already have on an old computer so you don't have to spend a bundle on new, OS X compatible applications.
