Default Do you have to have a data plan to use an Iphone on Verizon?

Ok, yes, I know the general answer is "yes" if you want to have the full potential of the Iphone you need a data plan. But say for example you don't want to have constant internet access and the features that require "smartphone" services. The reason I ask is because my 16 year old daughter asked for an iphone for her birthday. I am sure it is more just because it is the "in phone" at her school and it's more about carrying it around more than having access to any of the "smartphone" feature. So my question is, can I purchase an Iphone for Verizon and simply have it activated for standard phone service? Then it will basically function as a standard phone and an Itouch. I know this can be done with SIM card Iphones if you jailbreak them, but since Verizon doesn't use a SIM I am unclear if the phone can be used in the same way. Thanks for the answer.
